Software

Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, econometric or transportation modeling, database management, or GIS programs. Knowledge of Ajera Complete is a plus.

Skills

Oral and written communication skills, planning, teamwork, decision making, judgment, problem solving and ability to coordinate with other members of a project team.

 

The Planner II possesses in-depth knowledge within one or more planning specialties such as master drainage planning, all-hazards mitigation planning and emergency management planning. Well-developed knowledge of planning principles and practices. Often works closely with clients to provide customer service on planning issues.

Primary duties and responsibilities:

  • Works in a team environment, supports the development and updates Hazard Mitigation Plans that meet the requirements of 44 CFR 201.6, including:

  • Performs risk assessment analyses on hazard data and write significant portions of planning documents. Conducts extensive research and prepares statistical reports on land use, physical, social & economic issues. Supports planning team and public meetings and perform or oversee data collection and documentation. Assists with other emergency management projects and plans in preparedness, response and recovery, including the development and execution of training and exercises. Assists with the identification and description of cost effective, technically feasible, and environmentally sound mitigation actions.

  • Evaluates clients existing mitigation capabilities through on-line research of local plans, regulations, policies and programs, and review of programs and documents.

  • Assists with master drainage planning projects, including coordinated risk analysis with appropriate H&H and GIS personnel, develop written documents, coordinate GIS exhibits and produce final reports. Assists with presenting reports and other findings to clients and the public. Provides other research and writing techniques. Statistical, algebraic, or geometric knowledge and ability to apply such knowledge in practical situations.

  • Ability to work on several projects or issues simultaneously. Ability to manage projects effectively and meet firm deadlines. Interprets, organizes, executes, and coordinates assignments.

  • Mentors junior staff and assists in the training of new employees in standard practices and procedures. Demonstrates the ability to follow instructions and pre-established guidelines to perform the functions of the job. Displays effective time management.

Candidate must possess an Oklahoma Driver’s License and have reliable transportation to and from work. Out of town work for short periods of time may be required for the position.

Must be willing to relocate to Tulsa, Oklahoma.
