Brandon Claborn, PE, CFM

Brandon Claborn, PE, CFM
CEO, H&H Project Principal

Mr. Claborn joined Meshek in April, 2001. He currently serves as Company CEO and Project Principal for the Hydrology & Hydraulics Division; responsible for overseeing the entire Company’s operations, hydrologic and hydraulic studies, and stormwater design projects. Mr. Claborn offers 20 years of experience focusing on the development of hydrologic and hydraulic models to analyze drainage problems and design solutions – including using GIS tools to assist with the development of input parameters and process output data. He also serves as the Lead Engineer for Stormwater Quality Management and Low Impact Development projects. Mr. Claborn was previously employed with the USDA-Natural Resources Conservation Service where he developed engineering designs, including bank stabilization for landowners in 17 different counties in Northeast Oklahoma.

Ana Stagg, PE, CFM

Associate Principal

Ms. Stagg joined Meshek in September 2007.  She currently serves as the Associate Principal, responsible for the management of the firm’s engineering operations.  Ms. Stagg offers over 20 years of engineering expertise in the design and construction of numerous civil projects.  Many of these projects addressed critical, time-sensitive public needs, and were designed and constructed to meet challenging schedules.  Ms. Stagg’s knowledge expands beyond her technical abilities to incorporate the human and public relations element associated with high profile public projects.

Ben Fletcher, PE, LSI

Design Project Manager

Mr. Fletcher joined Meshek in February, 2000.  He currently serves as Project Manager for the Design Division.  His responsibilities include the management and oversight of roadway design, utility engineering, land surveying, and construction inspections.  Mr. Fletcher offers over 15 years of engineering expertise in roadway rehabilitation and design, storm sewer design and analysis, water and sanitary sewer design, and developing models for hydrologic and hydraulic computer analysis.  He has assisted and managed the completion of many projects for the Oklahoma Department of Transportation, as well as various municipalities across the State of Oklahoma.

Chris Duncan, PE, CFM

Mr. Duncan joined Meshek in January, 1999.  He currently serves as Project Manager for the Hydrology & Hydraulics division.  He has been involved in numerous hydrologic and hydraulic studies, master drainage plans, stormwater design projects, and roadway design projects.  Mr. Duncan offers 18 years of engineering expertise focusing on hydrologic and hydraulic computer analysis, including HEC-RAS and HEC-HMS modeling, dam breach analysis, FEMA floodplain studies, municipal development plan review, municipal engineering design, and roadway rehabilitation and reconstruction.

Chris Hill, GISP, CFM

GIS Project Manager

Mr. Hill joined Meshek in October, 2000.  He currently serves as Project Principal for the Geographic Information Systems (GIS) Division.  He provides managerial support to ensure that projects meet technical, budgetary, and time requirements.  Mr. Hill offers over 15 years of technical expertise focusing on project management, workflow analysis, data manipulation, and mapping for GIS development and reconnaissance projects.  His software expertise further includes ArcGIS 10.x, ArcView 3.x, ArcInfo 7.x, MS Access, Visual Basic, and FEMA’s Mapping Information Platform.

Janet Meshek, PE, CFM, SR/WA

Right-of-Way Principal

Ms. Meshek formed Meshek & Associates, LLC in 1988, and currently serves as Project Principal for the Right-of-Way Division.  In the past, she has served as Principal in Charge or Project Manager for the completion of comprehensive drainage studies for municipalities across the state of Oklahoma, as well as for federal and local government.  She has been responsible for ensuring projects meet scheduling, budgetary, quality, operational, and managerial requirements.  Ms. Meshek offers over 35 years of engineering experience providing design services for numerous roadway, storm sewer, culvert, bridge, and detention pond design projects.  She has prepared planning studies, written or updated ordinances and criteria manuals, and supervised several municipal studies – including capital improvement project prioritization and updating municipal fee schedules.

Michael Couch, GISP, CFM

GIS Project Principal

Mr. Couch joined Meshek in April, 2006.  He currently serves as the Project Manager for the GIS Division, and offers over 12 years of experience in GIS (Geographic Information Systems).  He is a GISCI certified GIS Professional (GISP) and a Certified Floodplain Manager (CFM) in the state of Oklahoma. His experience in GIS has covered the full gamut of GIS development: field collection of infrastructure information; data conversion; needs assessments; data analysis; and launching and customizing online map data portals.  He has also written hazard mitigation plans and needs assessment reports, performed FEMA benefit cost analyses, and assisted in grant administration.

Tom Meshek, PE, PLS

Tom Meshek, PE, PLS
Design Project Principal

Mr. Meshek joined Meshek in January, 1995.  He currently serves as Project Principal for the Survey and Roadway Design Divisions.  His responsibilities include the management and oversight of engineering construction plans and specifications, surveying, and construction inspection services.  Mr. Meshek offers over 30 years of engineering expertise specifically related to the design and construction of roadways and associated infrastructure – including the design of many complex storm drainage projects, for the cities of Bartlesville, Bixby, Owasso, Sand Springs, and Tulsa, as well as for the University of Oklahoma, Tulsa Airport Authority, Tulsa County, and the Oklahoma Department of Transportation.  Mr. Meshek is also a registered Professional Land Surveyor in the State of Oklahoma, with experience including the preparation and management of topographic surveys, ALTA surveys, elevation certificates, utility inventory and survey, and legal descriptions for land acquisition.
